A significant shift in thinking in Alameda County is opening up opportunities for home seekers, retirees and developers alike.

The county’s innovative pilot program, dubbed SHIFT (Scalable Housing Infill Funding Toolkit), aims to help alleviate the housing crisis by accelerating the production of affordable and missing middle housing.

Part of that program is aimed at encouraging retirees to build and move into an ADU (accessory dwelling unit) on their own property.

The property is then subdivided to create two new homes.

About the Bay Area ADU program

Launched in 2025 and adopted in March this year, the county has already committed $11.4 million to the program with $2 million of that targeted specifically to helping seniors age in place via its ADU pilot program.

The program could be particularly attractive to seniors who are asset rich but cash poor and finding the rising cost of living difficult to negotiate.

The San Francisco Housing Accelerator Fund makes the process possible by financing construction loans for interested parties who have substantial equity in their homes but would not ordinarily be granted funding to build an ADU by traditional lenders.

The fund is then repaid from the sale of the original house.

To qualify, homeowners must be at least 55 years old and have owned their properties since 2010.

The county estimates approximately 23,000 households may be eligible for the senior program.

Participants are incentivised by the prospect of aging in place at their address in a smaller, more accessible and purpose-built home with the chance to release equity from the sale of their original house to help finance their retirement.

Critically, if the proceeds of the sale are not sufficient to fully repay the loan, there is no immediate need to repay the shortfall.

Instead, the fund retains a financial interest in its future sale.

The ADU program stays within the existing legal framework

No new planning laws were needed in Alameda County to facilitate the SHIFT program.

It merely takes advantage of the following changes already made to California state law:

  • Assembly Bill 68 (ADUs): California made it easier to obtain approval for ADUs subject to statutory requirements and applicable standards.
  • Senate Bill 9 (lot splitting): This created a pathway for qualifying single-family properties to be split into two parcels, potentially allowing the original house and new backyard home to be sold separately.
  • Proposition 19 (property tax): This changed property tax portability rules for eligible homeowners, although the precise benefit depends on the transaction and the homeowner’s circumstances.

The new tax portability rules loom as another key benefit for seniors considering the proposition.

Provided their ADU, lot split, timing and valuations qualify, the rules allow homeowners aged 55 or older to transfer the taxable assessed value of their principal residence to a new residence anywhere in California up to three times.

This is important because California property tax is based on the property’s taxable assessed value which for a long-term homeowner may be far below its current market value.

Seniors also stand to benefit by avoiding federal capital gains tax.

The program demonstrates the urgent need to unlock housing from existing residential lots, while meeting the needs of longstanding owners by helping them downsize within their own neighborhoods.

In April, Alameda County announced it was targeting the initial construction of 10 ADUs, beginning in early 2027, with a further 40 to be built over the following two years.

Seniors interested in participating in the program are invited to apply now.

Builders, developers and architectural teams keen to join the developer pool can also apply.

California has opened the door to ADU development

The ambitious program is in line with a 20-fold increase in ADUs permitted statewide in nearly a decade, rising from just 1,336 in 2016 to 30,354 in 2024.

More than 26.6% of homes approved for building in California in 2024 came with an ADU underlining their importance in the California housing development market.

It signifies a potential boom time for California property developers and flippers who will be called upon to facilitate and build the big shift.

If successful, the infill redevelopment plan in Alameda County, aimed at more efficient utilization of existing residential parcels, is likely to be adopted in various guises in other California counties.

Oakland-based Inspired ADUs has been chosen as the design partner for the SHIFT initiative.

The company is developing standardised and pre-permitted housing designs for the ADU pilot program.

Investors and developers who understand or specialize in ADUs and small infill projects stand to benefit most.

Not only will the project require the development and construction of new ADUs but many older homes released into the market are also likely to be in need of renovation for resale.

This in turn will raise demand for financing solutions that support construction, rehabilitation and property transitions.

California boasts one of the most active property markets in the land.

Initiatives like Alameda County’s SHIFT program are purpose-designed in an effort to relieve the housing crisis.

The by-product is a raft of new opportunities for developers and flippers.

But even with new laws designed to fast-track the process, it is important for developers to look before they leap.

Careful scrutiny of construction costs, utility connections, accessibility requirements, surveys, permitting, lender content, title issues and subdivision eligibility issues is essential.

Mistakes can be costly and time consuming.
